What do we make of John McCain’s Hispanic Outreach director having a record as a proponent of open borders who served in Vicente Fox’s cabinet with the goal of insuring Mexican immigrants don’t “go native” and maintain their first loyalty to Mexico. At the very least, you know a man by the company he keeps.

John McCain’s re-interpretation of his Ted Kennedyesque opposition to the Bush tax cuts.

Meanwhile, Bill Clinton insists a Hillary-McCain campaign would be a love-fest. Which is probably true, which is why even John McCain’s mother knows he’s not getting support from the GOP base, because McCain’s got a record only a mother could love.

However, at the same time, Mitt Romney’s not great either. The price of his signature accomplishment (i.e. health care reform) as Governor is soaring out of control and will likely necessitate a tax incrase.

Illegal immigration impacts the Black Community, leading to anger against the Congressional Black Caucus. (Hat Tip: Instapundit.)

Republicans propose some earmarks reforms, sorta. (Hat Tip: Club for Growth.)

In contrast, the French really get tough on spending (Hat Tip: Instapundit.) which of course makes the French President the worst villain and the basis for James Bond’s next nemesis. (Hat Tip: Colossus of Rhodey.)

Also a former Fred Thompson staffer shows anti-Christian bigotry with his Chuck Norris boycott. (Hat Tip: Hot Air.)

A ruling in California affirms freedom of association and a reminder of what happens when PC runs amok.
We open up with a conversation about the Presidential Campaign including Mike Huckabee’s Merry Christmas ad, the “cross” (or two beams from a bookshelf) as well as Ron Paul’s interview with Glenn Beck and his statement raising the specter of Facism on Fox and Friends.

We then turn to the world of pork where Senator Ted Stevens (R-AK), under investigation for allegedly unethical earmark, adds $88 million more this omnibus bill including for a project under investigation. (Hat Tip: Club for Growth.)

We share Congressman John Campbell’s take on the passage of the omnibus bill. While the results were fairly abysmal (8,000 earmarks), thanks to Campbell’s effort to hold the line on the President’s veto, the House Republicans were able to force Democrats to get in line with the President’s budget requests. Savings to taxpayers: $150 billion.

Meanwhile, citizens of a California town say no to big government eminent domain abuse.

MGR questions Bill Sali’s sincerity on opposing wasteful earmarks:

Back in July, Rep. Obey of Wisconsin offered H.Amdt 550, an amendment striking all earmarks from one of those bills, the Labor, HHS and Education funding. The amendment failed on a 53-369 vote. If Bill Sali had courage, he would tell you that when he had the chance to wipe out all of those “wasteful and outlandish programs,” he voted against it.

Yes, and if some better research were done, we would know that Congressman Obey (D-WI) actually voted against his own Amendment. If this was not a Democratic effort at fiscal responsibility, what was it?

It was an effort to prove that grandest sin (and the only real one in the eyes of Democrats.) “I think 90 percent of the earmarks attached by Members of both parties are perfectly legitimate….Members vote for the amendment that I intend to attach to every appropriation bill, which would call for a total elimination on earmarks. I want to see how many of you actually vote for it. I want to see how many of you do not give hypocrisy a bad name.”

Of course, Obey missed the key argument. The argument from most Republicans has not been “no earmarks” but transparency and that the earmarks be of a reasonable nature.

While MGR is right that voting for the Obey Amendment (if a non-serious Amendment like that passed) would have gotten rid of all wasteful earmarks, it would have gotten rid of the non-wasteful ones as well. Efforts in the House have focused on egregious areas of waste and the overall size of the budget. Sali has been consistent on opposing waste, but has never taken a “eliminate all earmarks” platform.

Secondly, it has to be said that the wasteful earmarks that remained in the bill were only one element of the bill’s issue. The bill was “bloated” according to Sali, which means it spent too much money and far exceeded the President’s request.

Also Democratic Congressional Walter Minnick issued his response to Sali, questioning his sincerity and demanding to know why other actions weren’t taken:

Or if he had voted to curtail pork barrel earmarks by all Congressmen when that bill was introduced at the beginning of this Congress–and for legislation requiring that any new Congressional spending be offset by spending cuts elsewhere in the budget.

Or if he had introduced a bill to require that the federal government balance its budget annually like you and I and the state of Idaho have to do every year.

Mr. Minnick could use some better researchers, because Bill Sali is an original co-sponsor of the Balanced Budget Amendment, H.J. Res 1. Please note in the past that most opposition to this bill has come from the Democratic Party and that no votes have been scheduled on this issue. Second point, regarding Pay as You Go, Bill Sali addressed this issue in depth in January:

“While ‘pay as you go’ is an appealing slogan, the reality is that the Democratic proposal passed today provides ample room for tax hikes and higher federal spending under the guise of fiscal responsibility,” U.S. Rep. Bill Sali said today. “This is really a case of legislative false advertising.

“No one wants greater spending restraint than me, which is why I am an original cosponsor of the Balanced Budget Amendment legislation being introduced in the new Congress. Yet when the Democratic leadership uses a term like ‘pay as you go’ to justify spending priorities not in line with our country’s needs, I have to oppose it.

“Moreover, spending hikes are all the easier because if they are added to a budget resolution’s baseline, they are exempted from ‘Paygo.’ Put another way, the Democratic ‘pay as you go’ plan gives a strong platform for bigger federal spending.

“We must not raise taxes, increase entitlement spending or reduce vital defense spending under the guise of ‘paying as you go.’ True fiscal discipline means making tough choices and putting Uncle Sam on a diet, which is what I’ll fight for in the next two years of my congressional term,” Sali concluded.

The attack of Bill Sali for alleged hypocrisy is a sign of weakness. Not only is the argument weak based on Sali’s record, but it shows the bankruptcy of the Democrat position.

It amounts to a tacit admission that he’s correct on the need for restraining federal spending. At this point, save for Congressman Jim Cooper (D-TN), no Democrat (including a lot of freshman who ran around pretending to be fiscal conservatives) in the House has consistently stood up for fiscal discipline in Congress. There’s no reason to believe that Walter Minnick or Larry Grant or whoever will be any different than the Big Spending Democrat majority. Rather they will raise your taxes in the name of fiscal discipline, but they have no plans to reduce the size and scope of government. They don’t believe government needs to go on diet, but rather that you and I need to get used to having a lot less money, so we can fund big government largess.

Kevin Richert charges Rep. Bill Sali with a confusing stance on earmarks and government spending:

Last week, Sali issued a press release to trumpet a pair of budget earmarks in a federal spending bill: $500,000 for a widening project on U.S. 95 and $500,000 for highway work from Banks to Lowman. In a textbook case of burying the news, the press release’s last paragraph contains some oh-by-the-way fine print: “Sali voted against the overall measure because it contains a series of other unnecessary, bloated spending proposals and would hike overall spending by $7.1 billion more than current funding and $5.3 billion more than the President has requested…”

So spokesman Wayne Hoffman draws the thankless job of explaining Sali’s vote. Members of Congress should advocate for earmarks in their state or congressional district, but they ultimately should vote on bills based on their merits. “We’ve got to put principle over politics,” said Hoffman, who asserts that it takes “an awful lot of courage” to vote against a spending bill containing local projects.

Courageous? I suspect Sali’s critics would suggest a different adjective.

Actually, Kevin, it’d be courageous of you to go ahead and use that adjective as you’re clearly a Sali critic. However, I digress.

Is Sali hypocritical on federal spending? First, we need to understand the nature of an earmark. An earmark itself doesn’t directly increase federal spending. It directs it. So, it instructs the Department of Transportation to use highway funds for Highway 95. If all members of Congress kept their requests at $1 million, this wouldn’t be a problem.

However, there are two problems we run into. First, is that a lot of folks put in earmarks for things that are clearly not in the national interest. Maintaining federal highways are, setting up visitor centers hither and yon are not. In some cases, the earmarks add up to Billions of Dollars, limiting the Department’s ability to make good judgments on what needs to be done through the competitive bid process.

The second problem is that the earmarks lead to increased spending, and it’s not just to cover the earmarks. This year’s Transportation Budget include $2.2 billion in Earmarks, but is $5.3 billion over the President’s request. Appropriators increase general spending levels to generally grow the size of government.

Then they use the earmarks members have received as leverage. Congressman John Campbell (R-CA) posted a speech by Appropriations Commitee Chairman David Obey (D-WI.) on his blog a few weeks back that illustrated this point:

Mr. OBEY. I know there are some people in this Chamber who believe that if this bill goes down, if the President vetoes it, that somehow a way will be found to compromise and still protect these earmarks.

I want to make it clear, I have been told many times by the White House that they have no intention whatsoever of compromising on this or any other bill that exceeds the President’s wishes. If that is the case and if this bill goes down, then the only alternative left to us will be to bring in a bill at the President’s level of funding.

I would ask every serious-minded person in this body, if they really think there is a chance of a snowball in Hades that Members’ earmarks on either side of the aisle will survive if we wind up at the President’s level of funding, I think you understand that is not likely. And so I think the fate of all of the work that has gone into this bill, the fate of every project that Members have been concerned about is in your hands.

I yield back the balance of my time.

Thus, it is hoped that Congressmen, like Bill Sali, who may have $1 million in earmarks in a bill will vote for it despite the fact it will run up billions in unnecessary deficit spending. Sali makes the right and hard choice time and time again to vote for the best interests of the whole country and Idaho’s children, who will be left to shoulder this.

This is not something that’s easy, particularly if the earmarks die. But, what’s led to high deficits is that faced with similar situations, members of Congress have always chosen their parochial interests over the country’s.

Now, some might ask if it would be better for Sali to simply forswear earmarks altogether. There are 17 Republicans who have. Sali has not, for understandable reasons. If, for example on highway bills, Congressman Sali doesn’t request funds for necessary improvements on Idaho highways, the chance of the highways in his district getting the necessary funding through a needs based competitive process are much slimmer thanks to members of Congress who’ve gotten earmarks to get their road improvements guaranteed This would amount to unilateral disarmament.

As long as Sali keeps his earmark requests reasonable, opposes wasteful earmarks, votes against bloated appropriations bills rather than support them to save his earmarks, then I think he’s doing the best he can given the circumstances presented him.

The Club for Growth released their RePork Card for the US Senate. This is a tad less exhaustive than the House Version (15 votes v. 50 votes) but still it gives a picture of Congress.

While Idaho’s 2 house members offered a stark contrast (94% for Bill Sali and 4% for Mike Simpson), the Senators were closer together and much nearer the median. Mike Crapo scored a 67%, Larry Craig scored 50%, the Republican average was 59%.

Crapo cast some lonely votes. He was one of only 11 members of the Senate to vote against funding a visitor’s center in Louisiana before the needs of people displaced by Hurricane Katrina were met. Bizarrely, he did vote against an Amendment that would deny funding for adding sand to the beaches of San Diego until Sacramento are protected from the threat of floods.

However, overall Crapo is one of the more fiscally disciplined members of the Senate (ranked in the top 25), with some encouragement, hopefully he’ll do better. As for Senator Craig, hopefully his replacement will be more willing to take on wasteful spending.

The Democrats Hate Pregnant Women, Infants, and Mothers
By Adam Graham

My title is harsh, demagogic, and unkind. It fits perfectly with the conversation that’s been started by National Democrats over SCHIP, and I do have an actual reason for this audacious title.

As has been reported by the Washington Times and other outlets, an anti-pork Amendment was actually passed by the US Senate. The Amendment (passed on Roll Call vote 377) eliminated $1 million that was supposed to fund a Woodstock museum in New York State. This greatly disappointed backers of the earmark who gave $29,000 in campaign contributions to New York Senators Clinton and Schumer and still failed to get the million dollar return on their money

The Amendment, authored by Senators Coburn (R-OK) and Kyl (R-AZ), was supported by 47 Republicans and 5 Democrats. What has not been covered anywhere is what the money goes to. The Coburn Amendment proposed taking this million dollars and redirecting it to “additional care for pregnant women, mothers, and infants” While their House colleagues pontificated and demogoged, given the choice between supporting health care for women, mothers, and infants, or preserving parochial pork that celebrated the self-indulgence of the ‘60s, the vast majority of Democrats chose the pork.

This is an accurate description of the Democrats’ vote unlike the constant harping we’ve heard on the SCHIP veto from liberals, who pretend the SCHIP vote was against health care for America’s poorest children. The truth of the matter is that had Democrats reauthorized the program as it was, America’s poorest children would be covered and Republicans would have supported the bill.

The bill vetoed by President Bush is about extending coverage to children whose parents can afford health insurance, as well as adults into their 20s. In addition, while the program’s initial outlays will be covered by a cigarette tax increase, this revenue will be insufficient to continue to pay for the program, unless there are 22 million new smokers in the next ten years, so either higher taxes or more deficit spending will be required to make up the shortfall.

Instead of having a debate about the Democrats’ desire to expand the program, we’ve had an utterly dishonest spectacle, based on hurling personal attacks at principled Republicans and the President. We’ve had the bogus allegation that this is about serving the best interest of big tobacco, when cigarette taxes are not paid by the tobacco companies, but by smokers (who are far more likely to be poor than the general population.)

The truth of the matter is that the health care industry, particularly Big HMOs—which administer SCHIP in the states and would reap the benefits of millions of new enrollees—spent $227 million on lobbying the first half of this year, much of it for this legislation. And why not? If you can reap billions in benefits from the government, a $227 million investment is not a bad deal.

It’s time to tell the truth about the charlatans in Washington who preach to us about the need to take care of children, while voting to put the needs of children and their mothers second to the needs of big campaign contributions.

The Club for Growth RePork card is out. There were 50 amendments that were proposed to trim unnecessary and wasteful projects from Appropriations bills.

Members of Congress, particularly the Democrats, weren’t too keen on trimming them. Still, there were some standouts, like Congressman Bill Sali (R-ID), who earned a 94 percent rating, voting for 47 of the 50 Amendments. A solid margin, and well within tolerance levels considering that it’s a given some folks will disagree over what’s legitimate and what’s pork. Congressman Sali is clearly on the taxpayer’s side and far above the average 43% score for Repubicans. (It should be noted that 105 members of Congress scored a zero.)

Still, there’s the matter of my Congressman, Mike Simpson. My pal, Cat complained about her Congressman, Virgil Goode (R-VA) only scoring an 11% on the scorecard. Well, Cat, Virgil’s a fiscal prince compared to my Congressman, Mike Simpson (R-ID), who managed to score a 4% on the scorecard.

Four percent, how bad is that? Don Young (R-AK), Alaska’s Pork King, scored six percent. To be fair, he supported the same number of Amendments as Simpson, but only voted on 31 issues. Still, when you’re getting into Don Young territory, it’s pretty bad.

Congressman Simpson will remain unphased by this blog post. He’s pretty well untouchable. There are some good reasons for this. He’s a member of the Appropriations Committee. He votes right on the war and takes care of our soldiers, he’s usually right on social issues. He’s got a 100% rating from National Right to Life, and has voted with the Family Research Council between 80-92% of the time each year. He’s got an 88% American Conservative Union Rating.

But yet, his fiscal record is damning. It points to a man who spends freely in the name of helping the district. He’s built himself an impregnable fortress in Idaho’s 2nd district. Since his initial primary victory, he’s been unopposed in each of the last four elections. He couldn’t get a serious challenger even if the Democrats could, in theory present one. Too entrenched.

But yet, as I study this pork issue, I see how wrong he is. Congressman Simpson not only brings home the bacon to Idaho, he helps perpetuate the bad and wasteful spending of other Congressmen. Congressman Simpson couldn’t even muster the common sense to oppose a $2 million no-bid earmark given to Sherwin Williams to develop a defense product the Pentagon didn’t ask for and that taxpayers won’t own any right in.

And why should he show common sense and restraint? Why should he care about the future of our nation. By the time this nonsense has run its course, Congressman Simpson will be retired, splitting his time between Idaho and exotic locales enjoying a Congressional pension, while my generation is left to sort out this miss. That’s right, Congressman Simpson and his colleagues will run up the credit card, my generation and our children will be left to pay the bill.

Now, some Democrats may pounce on this. But if you think I’m suggesting voting for Democrats, think again. While Congressman Simpson has a four percent rating on these Amendments, your average Democrat has a rating of two percent. Despite his faults, Simpson is, statistically speaking, twice as fiscally conservative as your average Democrat. Thus the utterly depressing situation you’re left in when a district has a Pork Barrell Republican Congressman. There’s no good alternatives, just more spending and more taxes.

Doubtless some Republicans will feel me disloyal to the party in making these comments. Well, Congressman Simpson has been disloyal to me as his constituent in wasting my taxpayer dollars and refusing to reign in spending. Congressman Simpson is part of a bi-partisan group leading our country to fiscal catastrophe, taking my hard-earned money and spending it on nonsense. This is an issue that’s too important to shut up about and play nice.

I would hope that at some point a true Conservative would challenge Simpson in the primary. Maybe they wouldn’t win, but a significant showing might make Congressman Simpson more circumspect (Maybe he’d support 20% of anti-pork Amendments rather than 4%), or if it didn’t, it could build up grassroots support for a true Conservative to replace Simpson in two or three terms.

Something needs to be done. The cost of doing nothing is far too high.

The pure volume of Ron Paul’s pork barrel spending requests calls into question his operating commitment to reducing government (hat tip: Club for Growth)

After reporters started asking questions, the Congressman disclosed his requests this year for about $400 million worth of federal funding for no fewer than 65 earmarks. They include such urgent national wartime priorities as an $8 million request for the marketing of wild American shrimp and $2.3 million to fund shrimp-fishing research.

When we called Mr. Paul’s office for an explanation, his spokesperson offered up something worthy of pork legends Tom DeLay or Senator Robert C. Byrd: “Reducing earmarks does not reduce government spending, and it does not prohibit spending upon those things that are earmarked,” the spokesman said. “What people who push earmark reform are doing is they are particularly misleading the public — and I have to presume it’s not by accident.”

What they’re trying to do is expose the process of pork spending to the light of day. But you got to appreciate Dr. Paul being a purist to accuse the reformers of dishonesty while bringing the money home for his district the Shrimp industry with taxpayer dollars.

Apparently, the case for it all is like what Bubba said in forest Gump, “Anyway, like I was sayin’, shrimp is the fruit of the sea. You can barbecue it, boil it, broil it, bake it, sautee it. Dey’s uh, shrimp-kabobs, shrimp creole, shrimp gumbo. Pan fried, deep fried, stir-fried. There’s pineapple shrimp, lemon shrimp, coconut shrimp, pepper shrimp, shrimp soup, shrimp stew, shrimp salad, shrimp and potatoes, shrimp burger, shrimp sandwich. That- that’s about it.”

That ought to be a Ron Paul campaign video and they should juxtapose it with the “not yours to give” story that he posted on his website in which a Congressman Davy Crockett receives a tongue lashing from a constituent:

“The congressmen chose to keep their own money, which, if reports be true, some of them spend not very creditably; and the people about Washington, no doubt, applauded you for relieving them from necessity of giving what was not yours to give. The people have delegated to Congress, by the Constitution, the power to do certain things. To do these, it is authorized to collect and pay moneys, and for nothing else. Everything beyond this is usurpation, and a violation of the Constitution.”

Apparently, there’s funding for shrimp marketing authorized somewhere in there, or else the money the Congressman requested was “not his to give.”

Binky Boy took issue with my commentary on pork king Charlie Rangel (D-NY). The reason: I quoted the New York Post (after all we know the only reliable media is the liberal media.)

Here’s a snippet of his major criticism:

Rangel has come under fire both for attempting to name a government-supported project after himself while he’s still in office – considered unseemly by many lawmakers – and for the huge fund-raising drive that is not subject to financial-disclosure or conflict-of-interest rules.

He’s come under fire? By whom? Where is the proof that he’s putting his own name on this center and that it isn’t something that the Harlem community is doing for a representative that they absolutely love? This is just a bunch of emotional fluff that no one like Adam will take the time to prove or look into.

Actually the answer comes two paragraphs down:

“I just don’t think it’s right for a member to donate taxpayer money to something with their name on it,” said Rep. John Campbell (R-Calif.).

“In general, we do not name things after ourselves while we are great and powerful,” Rep. Mark Kirk (R-Ill.) said.

So there’s the “Coming under fire” that was mentioned above. Binky Boy asks:

Binky Boy: Campbell’s quote could be about George W. Bush for all the context it is given. Kirk’s quote could have been said 10 years ago. Again, no sourcing, no fact, no issue.

Actually, the sources are Campbell and Kirk. Then Binky Boy engages some incredibly naive wishful thinking or utter partisan blindness (take your pick). This is a news article, not a research paper written with Chicago-style notations.

Anyway, Binky Boy calls over to Congressman Charlie Rangel’s office:

According to Emile Milne in Congressman Rangel’s office, the claims that Congressman Rangel named the center after himself are absolutely false. As well, the earmark was requested by the College that the center is part of. So if Adam has a problem with taxpayer dollars going to an educational center that is praising Congressman Rangel for his work in the community, then maybe he should step up and give all the facts.

Wow, and if we found out that Larry Craig sponsored an earmark for The Larry Craig School of Agriculture at the University of Idaho, I bet he’d just believe someone from Senator Craig’s office that it was meant to honor Senator Craig and he had nothing to do with it. First Rangel did sponsor the earmark for a center named after himself. If you don’t believe the New York Post, check the National Journal. Whoever’s idea it was, they wanted the Congressman’s support and they wanted the schools built to get funding: federal funding and funding from corporations who’d want to get the favor of the House Ways and Means Committee Chairman:

There is no legal requirement that Rangel disclose names of donors to the center, but his office provided an internal fund-raising document to The Post.

It lists $10 million from insurance firm AIG, $500,000 from the Verizon Foundation and $1 million from Eugene Isenberg, CEO of energy firm Nabors Industries.

Binky Boy: Ok, so Rangel gave them the information they requested, even though he didn’t have to, and it’s all on the up and up?

You think $10 million from AIG to fund a school named after the Chairman of the Ways and Means Committee was given out of the goodness of AIG’s heart? $500,000 from Verizon. This is all on the up and up? Were this the Republican Chairman, I doubt Binky Boy would be so generous. Sometimes partisanship gets in the way of people’s common sense.

If this is only about the Center and its stated goals, it would have been built last year when Rangel had no power outside his talent for giving long-winded speeches.

UPDATE

New York Post, 1, Binky Boy, 0

From Congressman John Campbell’s (R-CA) blog, he clearly wasn’t talking about George W. Bush in the quote:

That’s right, the distinguished Chairman of the House Ways and Means Committee wants $2 million of your money to establish the Charles B. Rangel Center for Public Service. The funding this earmark would go to would include, among other things, a library to house the Congressman’s future papers, a “well-furnished office” for him, and an endowment.

As Brit Hume put it, “he wants us to pay for a building named in his honor.”

The earmark violates the spirit, if not actual House Rules (Rule XXI, Clause 6) which says, “It shall not be in order to consider a bill, joint resolution, amendment, or conference report that provides for the designation or re-designation of a public work in honor of an individual then serving as a Member, Delegate, Resident Commissioner, or Senator.”

I asked the Chairman if it would be proper for me to request an earmark for the “John Campbell School of Fiscal Responsibility.” He said no “because i don’t think you have been around enough to inspire a building like this in a school.”

That’s OK, I don’t really want one. I just don’t believe that we should use the power and authority we have while in office to use taxpayer funds to create monuments to ourselves.

Campbell also has a video in which he explains that this center will include an office for Congressman Rangel (though Rangel says it will be after he retires.) Also, the center is named after Rangel by the University because under house rules Rangel can’t name it himself. The university created the school with Rangel’s name to get around the legal requirements.

Truth and Hope Report Podcast Show Notes:

“Business as Usual,” that’s how 63% of Americans describe the Democrat Congress. (hat tip: Captain’s Quarters). Might it have something to do with outrageous Democrat earmarks? Their “all talk, no action” policy doesn’t play too well with the American people.

Appropriations Committee Chairman David Obey says Congress doesn’t have time to find all the earmarks. Hundreds of citizens are offering to help sift through the Earmarks via Porkbusters (be sure to add your name) (Hat Tip: Instapundit.)

House Minority Leader John Boehner is saying they’ll go to war over earmarks, but I’m with Lorie Byrd. I’ll believe it when I see it.

Meanwhile Moderate Muslims show up as the member of the radical group CAIR plummets. I just wish they would do more and be active in opposing the terrorist elements of their sect.

Finally, President Bush goes to Congress to demand the passage of the amnesty bill, saying the current situation is unacceptable. If it’s unacceptable, why doesn’t he enforce the law? Instead he’s holding the security of our country hostage for a guest worker program to benefit corporate America.
